Rich Evans is the Chief Information Officer (CIO) of the Florida Department of Management Services (DMS). As the CIO, Rich serves as the department's principal IT officer and provides leadership and guidance in critical areas of technology administration for the department, including budgeting, resource development and allocation, policy formation and managing business operations to improve cost effectiveness, service quality, and IT operational effectiveness. He served as the Deputy CIO of DMS prior to being appointed CIO. Alongside his responsibilities at DMS, Rich serves as an adjunct professor and faculty team lead in the MBA program at Southern New Hampshire University, where he teaches various MBA courses and leads a team of graduate professors.

Synopsis

Specialized threats targeting OT environments have been around since at least 2010, with the reports of Stuxnet. Recognizing the criticality of these devices, Threat Actors have continued evolving, continuing to target OT devices, many of which are inherently insecure-by-design. Research, such as Vedere Labs’ OT:ICEFALL research project and Project Basecamp by Digital Bond from 10 years ago showed how significant the scope of vulnerable devices are that are pervasive in critical infrastructure systems. Today’s SOC needs to not only see those devices and the risks they pose while also ensuring accurate detection of the threats uniquely targeting those OT environments they’re deployed in. DET manages the state’s IT assets and provides technology to state agencies such as computer services, voice-data-video telecommunications, and print and mail services. David retired June 2020. While as the State CIO, he collaborated with more than 30 Agency CIOs to implement an enterprise ERP (Oracle – Peoplesoft), consolidate all agency data centers into a single enterprise data center as well as improve broadband connectivity throughout the state to more than 760 state offices, local government, 425 K-12 School Districts, 350 libraries and influencing providers to connect the citizens of Wisconsin. David was also instrumental in improving cyber defenses in state and local government. He worked extensively with the Wisconsin National Guard, National Governor’s Association (NGA) and the Department of Homeland Security – CISA to protect 16 Critical Infrastructure/Key Resource Sectors. While as the State CIO, he collaborated with more than 30 Agency CIOs to implement an enterprise ERP (Oracle – Peoplesoft), consolidate all agency data centers into a single enterprise data center as well as improve broadband connectivity throughout the state to more than 760 state offices, local government, 425 K-12 School Districts, 350 libraries and influencing providers to connect the citizens of Wisconsin. David was also instrumental in improving cyber defenses in state and local government. He worked extensively with the Wisconsin National Guard, National Governor’s Association (NGA) and the Department of Homeland Security – CISA to protect 16 Critical Infrastructure/Key Resource Sectors. He also initiated the formation of Wisconsin’s Cyber Response Teams to address cyber threats and attacks. David was also the Chief Information Officer for Alliant Energy
